In Sustainable Development Goal 16, UN member states committed themselves to tracking and releasing information about the closely related issues of peace, justice, inclusion, and good governance. Collecting good data about these issues is difficult and expensive, and many states will need to expand the capacity of their National Statistical Office to meet their commitment. This report explores public-private partnerships as one tool for expanding the capacity of governments to collect and release data on good governance and peace. Based on case studies, interviews, and a small survey of private sector actors, this report argues that there is a role for private sector actors to support data collection and dissemination under SDG 16, but that unlocking this potential will require addressing concerns and potential issues that could hamper the effectiveness of the partnership. This UN-Water Analytical Brief analyses the central role of water and sanitation to describe the links and interdependencies between the targets of Sustainable Development Goal 6 on water and sanitation and those of other Goals. It aims to stimulate United Nations Member States’ consideration of the water-related linkages within the Goals to facilitate an integrated approach to implementation. The Brief highlights the importance of mainstreaming water and sanitation in the policies and plans of other sectors, and how the management of interlinkages supports the social, economic and environmental dimensions of the 2030 Agenda for Sustainable Development.
This publication is intended to help fill some of the more pressing accountability gaps that impede the realization of global and national development goals. We approach this challenge from the perspective of human rights, as a universal normative and legally binding framework embodying the minimum requirements of a dignified life, encapsulating universal values that a post-2015 agreement should strive to prioritize and protect as well as essential features of a road map to take us there.
This publication examines traditional justice systems in sub-Saharan Africa from a human rights perspective and, in particular, with reference to the rights enumerated in international human rights treaties. These traditional justice systems have historically functioned as an alternative or as a complement to the formal State court system. They are typically based on customary practices, traditions and rules of communities that have, over time, been deemed to be customary law. There may be a significant number of traditional justice systems within a given country, as different communities often have their own customary law. Customary law may be oral or written, and decisions may or may not be recorded as jurisprudence.
This publication provides an introduction to women’s human rights, beginning with the main provisions in international human rights law and going on to explain particularly relevant concepts for fully understanding women’s human rights. Finally, selected areas of women’s human rights are examined together with information on the main work of United Nations human rights mechanisms and others pertaining to these topics. The aim of the publication is to offer a basic understanding of the human rights of women as a whole, but because of the wide variety of issues relevant to women’s human rights, it should not be considered exhaustive.
The security implications of climate change have attracted increasing attention in policymaking and research circles since the early 2000s. Since climate change has far-reaching implications for human livelihoods and activities, the potential security implications are broad and complex. Responses from different policy communities—foreign affairs, defence, environmental and development—are therefore required. These communities are currently at different stages of developing strategies to integrate climate-related security risks into their work. This report provides an overview of climate-related security risks and policy responses for addressing those risks. First, it presents findings on six thematic areas in which climate change can pose security risks. Second, it investigates how policy organizations integrate climate-related security risks into their policies and practical work. The analysis provides a deeper understanding of the opportunities and challenges presented by different integration strategies. In doing so, it offers relevant insights and practical alternatives to help address and work with the security risks posed by climate change. This knowledge is prerequisite to policymakers seeking to accurately assess the value of current strategies and identify how policies, strategic guidance, internal organization and procedures could be improved in order to respond better to climate-related security risks.
Internal displacement has long been a concern of African governments and the African Union (AU) as a source of suffering for millions of people, a driver of food insecurity and a barrier to the sustained development we all seek. This is the first report from the Internal Displacement Monitoring Centre (IDMC) to focus exclusively on the African continent. It offers a timely reminder of the scale and complexity of the problem as we mark the anniversary of the entry into force of the Kampala Convention, Africa’s landmark commitment to preventing displacement and protecting the rights of internally displaced people (IDPs).
The Incheon Declaration for Education 2030 has been instrumental to shape the Sustainable Development Goal on Education to “Ensure inclusive and equitable quality education and promote lifelong learning opportunities for all”. It entrusts UNESCO with the leadership, coordination and monitoring of the Education 2030 agenda. It also calls upon the Global Education Monitoring (GEM) Report to provide independent monitoring and reporting of the Sustainable Development Goal on education (SDG 4), and on education in the other SDGs, for the next fifteen years. The ultimate goal of this agenda is to leave no one behind. This calls for robust data and sound monitoring. The 2016 edition of the GEM Report provides valuable insight for governments and policy makers to monitor and accelerate progress towards SDG 4, building on the indicators and targets we have, with equity and inclusion as measures of overall success.
Action for Climate Empowerment (ACE) is a term adopted by the United Nations Framework Convention on Climate Change (UNFCCC). It refers to Article 6 of the Convention’s original text (1992), focusing on six priority areas: education, training, public awareness, public participation, public access to information, and international cooperation on these issues. These guidelines provide a flexible, phased approach to the strategic and systematic implementation of ACE activities at the national level, driven by each country’s circumstances. The guidelines are divided into 4 phases and 10 steps.
The 2016–2021 Strategic Leadership Agenda is deliberately organized within the SDG framework around five SDGs most relevant to the AIDS response. Fast-Tracking the response will require development efforts to ensure good health, reduce inequalities, achieve gender equality, promote just and inclusive societies and revitalize global partnerships. Other SDGs are, however, pertinent to the AIDS response. Ten critical targets have been set—measurable targets that have been modelled as those most critical to ensure that the ambitious Fast-Track goals will be met. The targets, however, do not represent the totality of concerted effort needed across the result areas. The result areas constitute core dynamic and cross-cutting programmes of work, which will contribute to the achievement of all the targets. Achieving a set of prioritized targets and results will translate into better social, educational and economic outcomes and into health, human rights and dignity for millions of people—a continuation of the role of the AIDS response as a pathfinder for social justice and sustainable development
This study proposes a comprehensive, multi-sectoral approach to tackle chronic youth unemployment in regional territories. The study focuses on the high levels of youth unemployment in the Region and the consequences for youth and wider socio-economic development. Drawing on global best practices, the study discusses a number of policy interventions and an action plan to reduce youth unemployment and provide decent jobs by 2030.
The purpose of this study was to analyse the impact of landlockedness on the development prospects of Landlocked Developing Countries (LLDCs). In particular the study assesses the impact of landlockedness on the overall development performance of LLDCs on a large number of economic, institutional, and social indicators; empirically estimates the development cost of being landlocked using an econometric approach; and based on the findings, proposes recommendations that can provide a more holistic strategy to the development of LLDCs. The distinctive feature of the econometric approach used is that it does not limit landlockedness to affect income (or economic growth) through its effect on trade. The logic underlying the modelling approach is that landlockedness can affect both economic and non-economic dimensions of development and that these development effects can be transmitted through several channels that include international trade and quality of institutions.
The current report builds on the first and second editions, which considered the issues of productive capacity building as well as extreme poverty eradication in the least developed countries (LDCs) and the post-2015 development agenda. These reports provided analysis relating to the inclusion of LDC issues in the 2030 Agenda for sustainable development. This year’s report is dedicated to the implementation of the SDGs in LDCs using synergies with the Istanbul Programme of Action (IPoA). Part 1 of the report assesses progress towards achieving the goals and targets of the IPoA, particularly in the eight priority areas; reviews efforts towards this end; and identifies challenges ahead. The report argues that enhanced, coordinated and targeted support to the LDCs fulfilling ODA commitments but also going beyond, will remain critical to effectively implementing the IPoA. Part 2 of the report assesses the complementarities of the IPoA and the 2030 Agenda. It maps the goals, targets and actions of the IPoA with the SDGs, focusing on means of implementation. Furthermore it looks at how the implementation of the SDGs in LDCs can be fostered, including its mainstreaming and monitoring and followup. The conclusions and policy recommendations cover the findings in both parts of the report. As the report finds significant synergies between the IPoA and the Agenda 2030 it highlights the importance of leadership and political will and effective global partnership.
UNIDO’s vision to address today’s economic, social and environmental challenges is enshrined in the Lima Declaration, which was adopted by UNIDO Member States in December 2013. On this basis, the Organization pursues Inclusive and Sustainable Industrial Development (ISID) to harness industry’s full potential to contribute to lasting prosperity for all. The mandate is based on the recognition by Member States that poverty eradication “can only be achieved through strong, inclusive, sustainable and resilient economic and industrial growth, and the effective integration of the economic, social and environmental dimensions of sustainable development.” The present document summarizes the contribution of UNIDO’s mandate as well as current and planned future activities vis-à-vis the SDGs, with a special focus on SDG-9, which highlights and affirms the critical importance of ISID and its contribution to all 17 goals.
The need to protect our planet’s flora and fauna from the predations of transnational organized crime has become a major priority for the international community in recent years. The Sustainable Development Goals include specific targets to combat poaching and trafficking of protected species, including by helping local communities to pursue sustainable livelihoods. There is increasing recognition of the dangers wildlife and forest crime pose not only to the environment but to the rule of law and stability, and of the potential for the criminal proceeds to fuel conflict and terrorism. The desperate plight of iconic species at the hands of poachers has deservedly captured the world’s attention, and none too soon. This report, which represents two years of comprehensive research, based on the latest and best available data, seeks to inform and support further urgent action by the international community.
Progress in understanding and preventing violence against all children from birth to 18 years is advancing rapidly. Although greater investment is needed to increase our knowledge about how best to prevent violence against children, we already have sufficient evidence to allow us to stop the violence and replace it with safe, stable and nurturing environments in which children can thrive. This package of seven evidence-based strategies builds on growing evidence that violence against children is preventable, and on a growing public consensus that it will no longer be tolerated. The package will help unify multisectoral efforts to raise awareness that, although levels of violence vary within and between countries, no society is immune as violence against children is everywhere, and it will encourage deeper engagement to prevent it and to treat the harmful consequences when it does occur.
The study seeks to explore the impacts of Angola's integration into the world economy mainly as an oil exporter, and in particular, to analyse whether there is a gender bias in the effects of trade. The findings suggest that the extractive nature of Angola's economy has significantly constrained its diversification potential, and has limited the development of productive activities that could absorb the female workforce and provide women with decent incomes. Moreover, a defining characteristic of the Angolan labour market is the size of the informal sector, which is proportionately one of the largest in the developing world. This sector provides the main occupation for 70 per cent of the female population in the country. This UNCTAD study takes a close look at the role of women in Angola's economy and society as it attempts to answer the following questions: What strategies could be put in place to address the potential exclusionary effects of Angola's trade liberalization? How can women take advantage of the positive spillovers from Angola's extractive economy and ultimately benefit from trade? What kind of sectoral policies can be promoted in order to generate new opportunities for women and have them benefit more from the booming economy?
This report aims to assess the implications of Uruguay’s productive transformation, trade liberalization, and regional trade integration on women, especially in terms of their access to employment. The report encourages the reader to take into account the complexities of the trade and gender link and its numerous, and sometimes hidden, connections with the micro and macro components of economic and development processes. The research also highlights that Uruguay’s legal framework as well as social norms and stereotypes contribute to the role that women play in the labour market and society. The long-term approach of the study, covering three decades of economic and social reforms, provides the basis for anticipating the role that the female workforce may play in Uruguay in the decades ahead.
Despite the fact that Israeli procedures and trade impediments hamper efforts to create tangible changes on the ground, the study argues that a number of measures, if implemented, could boost Palestinian trade and revitalize the economy in the short term. Hence, this paper also identifies and critically examines some of these measures. One possibility, among many, is to seek and use donor aid to mitigate the constraints of the occupation. For instance, the improvement of trade conditions at King Hussein Bridge (KHB), including the need to process containerized shipments, would be a key element in facilitating Palestinian trade. In this regard, the introduction of the gantry scanner that was proposed by the Government of Netherlands (GoN) at KHB could boost Palestinian trade. For Palestinian shippers, the gantry scanner is intended to encourage the efficient movement of goods by eliminating the back-to-back process for moving goods (a costly, tedious process of unloading and reloading pallets for manual inspection), reducing damage to goods, allowing for the effective transportation of refrigerated and perishable items, enabling better packing of shipments in terms of the diversity and quantity of goods, and reducing transportation time and other costs.
Trade facilitation reforms improve a country’s trade competitiveness and the effectiveness of border agencies. In addition, they can directly help advance development goals such as strengthening governance and formalizing the informal sector. The present study identifies policies to help reap the full development-related benefits from trade facilitation reforms. UNCTAD research and experience with technical assistance programmes has shown that such reforms should be comprehensive and ambitious and advance the trade and development objectives of countries. Trade facilitation should be linked to investments in transport infrastructure, information and communications technologies and broader trade-supporting services. Since many trade facilitation challenges and solutions are regional, their implementation should be included in regional integration schemes. Given the linkages between trade facilitation reforms and implementation capacities, development partners need to ensure that their support does not leave out the most vulnerable economies, and should make full use of the promises and possibilities for technical and financial assistance provided for by the Agreement on Trade Facilitation of the World Trade Organization (WTO), reached in Bali, Indonesia in 2013.
This compendium documents the key processes involved in initiating multi-stakeholder joint programming on violence against women. It culls interim lessons from 10 pilot countries. The report provides a pragmatic overview of using joint programming as an approach to maximize results and sustainability. It provides guidance for in-country stakeholders (UNCTs, government and civil society) that are commencing similar multi-stakeholder joint programmes in countries globally. It includes step-by-step guidance on components of successful joint programming, from conducting baseline assessments to final monitoring and evaluation.
A human rights approach to FGM places the practice within a broader social justice agenda — one that emphasizes the responsibilities of governments to ensure realization of the full spectrum of women’s and girls’ rights. In order to place FGM within a human rights framework, it is critical to know more about human rights law. The aim of this paper is to contribute to the dearth of literature focusing on the gross violation of human rights through the practice of FGM. It also addresses the corresponding duties of governments under international human rights law.
Men need to be involved in reflective, in-depth discussions and comprehensive campaigns focused on ending violence against women. This report documents the work of one such effort, the Mobilising Men initiative, led by the Institute of Development Studies (University of Sussex in Britain) with support from UNFPA. Through partnerships with civil society groups in India, Kenya and Uganda beginning in 2009, the initiative trained men to be team activists in seeking gender balances. By immersing the participants in a programme of dialogue and action that challenge the inherent nature of male privileges and power structures in society – government, academia and workplace – the men learned a lot about themselves and how they can begin to address inequities. By providing step-by-step tools, discussion topics and stories about the Mobilising Men participants, the publication acts as a guide for activists to instil change in institutions that impede women’s progress through both subtle and obvious barriers.
This tool offers practical advice on implementing HIV and STI programmes for and with sex workers. It is based on the recommendations in the guidance document on Prevention and treatment of HIV and other sexually transmitted infections for sex workers in low- and middle-income countries published in 2012 by the World Health Organization, the United Nations Population Fund, the Joint United Nations Programme on HIV/AIDS and the Global Network of Sex Work Projects. Topics covered in the tool include approaches and principles to building programmes that are led by the sex worker community such as community empowerment, addressing violence against sex workers, and community-led services; they include how to implement the recommended condom and lubricant programming, and other crucial health-care interventions for HIV prevention, treatment and care; and they include suggestions on how to manage programmes and build the capacity of sex worker organizations. The tool contains examples of good practice from around the world that may support efforts in planning programmes and services. The tool is designed for use by public-health officials and managers of HIV and STI programmes; NGOs, including community and civil-society organizations; and health workers. It may also be of interest to international funding agencies, health policy-makers and advocates.
Achieving gender equality must, and has, involved efforts to understand the vulnerabilities and risks that adolescent girls and young women face every day – but how much do we know about the realities of adolescent boys and young men? This report takes a deeper look at the daily lives of adolescent boys and young men around the world and at how they can join the movement towards improved health and gender equality. Exploring global research, the report reveals boys’ and young men’s specific risks and realities in relation to health in general, sexual and reproductive health in particular, sexuality, media violence, sexual exploitation and other vulnerabilities. It analyses the implications of these risks and realities not only for boys, but also on the lives of women and girls.
Adolescence is a key period where individuals of all gender identities form attitudes, opinions and beliefs – about themselves, about their sexuality and about their place in the world. It is a period when ideas about equality can become ingrained. The study emphasizes that a holistic approach to advancing gender equality and sexual and reproductive health must include both adolescent girls and boys. It highlights the need to engage adolescent boys and young men as allies to achieve gender equality and as supporters of women’s empowerment, as well as the importance of addressing the specific health and social development needs of boys themselves.
